Program Overview The FFPr program provides for the donation of U.

S.

agricultural commodities to developing countries and emerging democracies committed to introducing and expanding free enterprise in the agricultural sector.

The commodities are generally sold on the local market

and the proceeds are used to support agricultural development activities.

Program ObjectivesThe FFPr program has two principal objectives:· To improve agricultural productivity; and· To expand trade of agricultural products.

Program PrioritiesThe program funding priorities of this NOFO are to provide additional freight, commodity, and/or administrative funds to active FFPr agreements.

Generally, additional funding is needed due to natural disasters, lower than anticipated monetization proceeds and/or freight rates, continuation of program activities, political instability delaying key project dates, or commodity loss.

Current FFPr award recipients with active cooperative agreements.Pursuant to 2 CFR Part 415.1(d)(3), this NOFO supports continuing work already started under the base FFPr award.All applicants must have an active registration in the SAM database at www.sam.gov – pending or expired registrants are not eligible.

This requirement must be met by the closing date of the announcement and will not be waived.
