First Responders – Comprehensive Addiction and Recovery Act Cooperative Agreement (Short Title: FR-CARA)
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP), is accepting applications for fiscal year (FY) 2017 First Responders-Comprehensive Addiction and Recovery Act (FR-CARA) Cooperative Agreements.
SAMHSA will award FR-CARA funds
to states, tribes and tribal organizations, and local governmental entities.
Local governmental entities include, but are not limited to, municipal corporations, counties, cities, boroughs, incorporated towns, and townships.
The purpose of this program is to allow first responders and members of other key community sectors to administer a drug or device approved or cleared under the Federal Food, Drug, and Cosmetic Act for emergency treatment of known or suspected opioid overdose.
Grantees will train and provide resources to first responders and members of other key community sectors at the state, tribal, and local governmental levels on carrying and administering a drug or device approved or cleared under the Federal Food, Drug, and Cosmetic Act for emergency treatment of known or suspected opioid overdose.
Grantees will also establish processes, protocols, and mechanisms for referral to appropriate treatment and recovery communities.

Additional Information of Eligibility:
Eligible applicants include States, American Indian/Alaska Native tribes, tribal organizations, and consortia of tribes or tribal organizations, and local governmental entities including, but not limited to, municipal corporations, counties, cities, boroughs, incorporated towns, and townships.
The eligibility for this grant program is statutorily defined in Section 546 of the Public Health Service Act.
For the purposes of this funding opportunity announcement, a tribe, as defined at 25 U.S.C.
§ 1603(14), refers to any Indian tribe, band, nation, or other organized group or community, including any Alaska Native village or group or regional or village corporation as defined in or established pursuant to the Alaska Native Claims Settlement Act (85 Stat.
688) [43 U.S.C.A.
§ 1601 et seq.], which is recognized as eligible for the special programs and services provided by the United States to Indians because of their status as Indians.
Further, a tribal organization, as defined at 25 U.S.C.
§ 1603(26), is the recognized governing body of any Indian tribe; any legally established organization of Indians which is controlled, sanctioned, or chartered by such governing body or which is democratically elected by the adult members of the Indian community to be served by such organization and which includes the maximum participation of Indians in all phases of its activities: Provided, that in any case where a contract is let or grant made to an organization to perform services benefiting more than one Indian tribe, the approval of each such Indian tribe shall be a prerequisite to the letting or making of such contract or grant.
The statute indicates that the definition of “rural,†should be the one utilized by the Office of Management and Budget which indicates that they are not located in metropolitan statistical areas.
