and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct a comprehensive statistical survey (census) of foreign nationals enrolled in U.

S.

higher education institutions, foreign scholars at U.

S.

institutions, and U.

S.

students studying abroad for academic credit; to collaborate with national agencies, country representatives, and academic mobility researchers from around the world to collect and report accurate, timely and comprehensive data on global student mobility.
