This sources sought notice is issued to obtain input related to interest, capabilities, and market information from potential applicants.

Responses to this notice are not applications and will not be accepted by the Government; only the information requested in this notice will be reviewed.

Responses received may be used for planning and design purposes.

Additional Information/Description:
The United States Agency for International Development (USAID)/Kyrgyz Republic is seeking to learn the capacity of local partners for a potential Election Monitoring and Parliamentary Observation activity in the lead-up to and following the 2020 parliamentary election.

The goal of this activity will be to increase voter confidence in the citizen-government contract through increased voter confidence in the electoral process, increased transparency regarding campaign practices and party platforms, improved electoral processes that adhere to the law of the Kyrgyz Republic and international democratic standards, and improved mutual accountability between voters and Members of Parliament (MP).

USAID envisions that the recipient of the activity will field long- and short-term observers in the lead-up to and on Election Day for the 2020 - 2022 elections of various levels.

The activity would build on past observation practices and emphasize monitoring of the pre-election and campaign period, with focus on systematically looking at key issues that can impact elections but are difficult for voters to assess on their own, such as the use of resources, media coverage, and social media influence.

By providing this information to citizens, they will be more empowered and have greater confidence in participating in the electoral process.

Following the election, the activity would continue to support voter-government transparency and accountability through a parliamentary monitoring component.

It would seek to create mechanisms to enable citizens to inform themselves about parliament’s work and hold political parties and MPs accountable for delivering on campaign promises.

Ultimately this will help both parliamentarians and citizens build more trusting relationships,strengthening the contract between citizen and government.

Please complete the attached template outlining three main areas of organizational capacity:organizational integrity, organizational capacity, and past performance.

Final submission should be no more than five pages (inclusive of annexes).

The questions relate to the following areas:
1.

Organizational Structure– including organizational charter or registration and understanding key personnel and management structure of the organization.

2.

Organizational Capacity – including management and staff experience and/or other resources to accomplish key tasks.

Also includes past and current funding/budget sizes as well as development and use of key operational considerations such as policies regarding personnel, finance, and procurement.

3.

Past Performance in the Sector –including previous experience working on or overseeing similar types of activities that include policy reform, monitoring and volunteer and/or deployment oversight.

Also includes management of subgrants or contracts in which technical expertise or oversight by organization is required.
