Trilateral Cooperation - Food Security - USAID, Brazil, Mozambique

USAID/Brazil intends to launch an innovative model of trilateral cooperation between the U.

S.

Government (USG) and the Government of Brazil (GOB) providing assistance to third countries.

The first phase of the program will focus on food security and the beneficiary will be Mozambique.

Funding of up to $6 million over three years is anticipated, beginning with the initial $2 million.

The Recipient will have experience with institutional capacity building in Africa in the areas of plant selection, crop growing, crop harvesting; school food programs; and institutional development/strengthening in regards to food-chain regulation development and enforcement.

Specifically, the Recipient will plan, coordinate, and implement the USAID-funded portion of a trilateral cooperation agreement between USAID/Brazil and the Government of Brazil for a Horticulture and School Nutrition (Food Security) program to be implemented at designated sites in Mozambique.

The Recipient will conduct a study to determine appropriate crops and nutritional needs of beneficiaries in Mozambique; establish/strengthen crop production, harvesting, and processing; establish/strengthen school food programs; and support Government of Mozambique institutional strengthening of regulations, inspections, and regulatory enforcement to ensure the safety of the food chain.

At all stages of the program, the Recipient will work with representatives of the GOB to leverage Brazilian technical expertise.

This program will include Brazilian capacity building for the implementation of food security programs outside Brazil and Mozambican capacity building regarding development of a cadre of agricultural technicians, food producers, food processors/providers, and school lunch providers, as well as food-chain regulation development and enforcement.
