The Administration for Children and Families (ACF) at the Department of Health and Human Services (HHS), in consultation with the Department of Education (ED), will be soliciting applications from eligible States and Territories to carry out the activities of the Preschool Development Grant Birth through

The new PDG B-5 grant seeks to empower State governments to develop, update, or implement a strategic plan to facilitate collaboration and coordination among early childhood care and education programs in a mixed delivery system to prepare low-income and disadvantaged children to transition into the local educational agency or elementary school.

States may pursue a range of activities as outlined in this announcement to align and strengthen existing funding streams, coordinate delivery models, improve the use of existing resources, encourage partnerships among providers and stakeholders, and maximize parental choice in a mixed delivery system.

Additional Information of Eligibility:
All 50 States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the United States Virgin Islands are eligible.The applicant must submit a letter on official letterhead, signed by the Governor or an authorized representative, designating the State entity that will have responsibility for execution of this grant.

This letter must include a description of why the lead State entity chosen is best suited to easily and successfully oversee and manage the grant, and facilitate collaboration and coordination among the full range of programs, services, and funding streams, thereby leading to the improvement of an early childhood care and education mixed delivery system serving children from birth through age five.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
