Infrastructure in Ukraine The United States Agency forInternational Development (USAID) is issuing this Broad Agency Announcement(BAA) to seek participants to co-create, co-design, co-invest, and collaborateon research and development interventions to address cybersecurity for criticalinfrastructure in Ukraine.

USAID invitesthe following categories of interested parties to submit Expressions of Interest(EOI) in response to this BAA:
(1) Implementing Partners, (2) Co-Investors, and(3) Experts.

The description of each category of interested party is providedin Section III, Stage 1 of the BAA.

The intent of the BAA is to foster co-creationand co-design to the maximum extent to create innovative, high quality,effective partnerships in order to implement an activity to address thiscritical development challenge.

USAIDwill invite selected for-profit and non-profit, public and privateorganizations, as detailed in the BAA, to co-create research and development(R&D) solutions to the Problem and Challenge Statements stated in the BAA,including those organizations that have ideas, expertise, resources, and/orfunding to add to potential solutions.

S. Territory or Possession; Non-domestic (non-U.S.) Entities (Foreign Institutions) are not eligible to apply.

Non-domestic (non-U.S.) components of U. S. Organizations are not eligible to apply.

Foreign components, as defined in the NIH Grants Policy Statement, are not allowed.
