Mission for Asia (USAID/RDMA) is considering issuing a Notification of Funding Opportunity (NOFO) for the “Assistance to Ethnic Tibetans in People’s Republic of China” activity.

A total of up to $36M over five years is expected to be available for this activity, and USAID anticipates awarding two separate Cooperative Agreements.

Included in this Pre-Solicitation Notice is the Results Framework and activity background, Theory of Change, and other narrative information related to the anticipated activity.

USAID is interested in receiving any comments/feedback on the information included in this Notice.

USAID will not send a follow-up response to your submissions but will take any feedback received into consideration as we design the NOFO.

Proprietary information must not be sent.

Responses to this Pre-Solicitation Notice are voluntary; not responding to this Notice does not preclude your participation in any future solicitation.

USAID reserves the right to use information provided for its purposes.

Please note that USAID is not seeking technical or cost proposals at this time.

Any application submitted in response to this Notice will not be considered.

Please note that issuance of this Pre-Solicitation Notice does not constitute an award commitment on the part of the U.

S.

Government, nor does it commit the Government to pay for any costs incurred in the preparation of responses.

Issuance of a NOFO will be subject to internal USAID approvals and the availability of funds.
