Foreign Agricultural Service Notice of Funding Availability:
Inviting Applications for the Emerging Markets Program SUMMARY:
The Commodity Credit Corporation (CCC) announces that it is inviting proposals for the 2019 Emerging Markets Program (EMP).

The EMP is administered by personnel

of the Foreign Agricultural Service (FAS) on behalf of CCC.

The intended effect of this notice is to solicit proposals from the private sector and from government agencies for fiscal year 2019 and to set out the criteria for the awarding of funds under the program.

Future announcements of funding availability for the EMP will be made through the Grants.gov website.

DATES:
To be considered for funding, proposals must be received by 5 p.m.

Eastern Daylight Time, on Friday, June 8, 201 8.

Any proposals received after this time will be considered only if funds remain available.

FAS anticipates that the initial funding selections will be made by the end of December 2018, with the initial award dates estimated to be by the end of February 201 9.

Purpose.

The EMP assists U.

entities in developing, maintaining, or expanding exports of U.

agricultural commodities and products by funding activities that enhance emerging markets’ food and rural business systems, including reducing trade barriers.

The EMP is intended primarily to support export market development efforts of the private sector, but EMP resources may also be used to assist public organizations.

Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to US institutions.

Organizations outside the U. S. that propose on the basis of a policy of no-exchange-of-funds; consult Appendix B Section (l) of the guidebook for proposers (http://www.hq.nasa.gov/office/procurement/nraguidebook/) for specific details.

Some NRAs may be issued jointly with a non-U. S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U. S. participants.
