Pre-Solicitation Notice (HIV-Prevention-CentralAmerica), HIV Prevention for Key Populations Project Dear Partners:

Development (USAID) in Guatemala, is seeking comments on a draft Program Description (PD) for a planned new activity, Key Populations Combination Prevention Services Project.

Please request a copy of the full draft PD from guatemalaproposals@usaid.gov.

USAID plans to issue a Request for Applications (RFA) within the next few months, subject to availability of funds.

USAID plans to limit eligibility for this project to local organizations that meet the following criteria:
a) Must be incorporated or legally organized under the laws of, and have its principal place of business in, the country served by the PEPFAR program with which the entity is or may become involved; b) Must be at 75% for FY 2018 beneficially owned by individuals who are citizens or lawfully admitted permanent residents of that same country, per sub-paragraph (2)(a),; c) At least 75% for FY 2018 of the entity’s staff (senior, mid-level, support) must be citizens or lawfully admitted permanent residents of that same country, per subparagraph (2)(a), and at least 75% for FY 2018 of the entity’s senior staff (i.e., managerial and professional personnel) must be citizens or lawfully admitted permanent residents of such country; and d) Where an entity has a Board of Directors, at least 51% of the members of the Board must also be citizens or lawfully admitted permanent residents of such country.

Through this pre-solicitation notice, USAID/Guatemala is consulting with interested actors involved in the HIV prevention sector and requesting information, opinions, and recommendations on approaches for the implementation of proposed future activities.

USAID/Guatemala is looking for stakeholder comments to help refine the potential activity scope to ensure clarity, maximum development impact, sound coordination with existing HIV activities in the Central America Region.

In particular, please consider the following in your review of the draft PD:
1) Do USAID’s current three strategic results areas adequately capture the response needed to accelerate the prevention and early detection of HIV positive persons and their linkage to health services? If not, what is missing or what should be prioritized given limited resources? 2) What are the main country-specific challenges to HIV prevention in the country where you have experience and/or would be interested in working? 3) What are the major obstacles in expanding HIV prevention activities among key populations? 4) What is your organization’s management experience in conducting international cooperation programs in the Central American region? 5) Please include any additional questions, comments, or recommendations you have regarding the PD.

This is a pre-solicitation notice only and is issued solely for requesting comments, obtaining information, and planning purposes.

It does not constitute a request for proposal/ application/quotation/concept paper or solicitation, and any proposals/applications submitted in response to this notice will not be considered.

The information provided in the pre-solicitation notice is subject to change and is not binding on the Government.

This pre-solicitation notice does not commit the U.

Government to issue a solicitation.

Furthermore, USAID/Guatemala is not at this time seeking applications and will not accept unsolicited applications.

Responders are hereby notified that all costs associated with responding to this pre-solicitation notice will be solely at the interested party’s expense.

Government will not pay for any information or administrative costs incurred in response to this pre-solicitation notice, and release of this pre-solicitation notice shall not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought.

Responses to this pre-solicitation notice are strictly voluntary.

Respondents will not be notified of the result of the review.

Responses many be used by USAID without restriction or limitation, therefore, proprietary information should not be sent.

Responses may be incorporated into any future solicitation.

Comments on the draft PD should be submitted to USAID via email to Fabiola Loy at guatemalaproposals@usaid.gov no later than Friday, February 8, 2019, 10:00 am Guatemala Time.

Please ensure your comments are concise and specific.

Responses should not exceed five pages.

Responses may be submitted either in English or Spanish.
